Because the situation regarding legal references is complex, and only US law is covered in the APA Manual, the following guidance is based on the system recommended by the Institute of Criminal Justice Studies. It should not be followed by any student submitting work to the Law Department of Portsmouth Business School, and students working in other departments should consult their lecturers.
A bill is renumbered every time it is reprinted during its passage through Parliament. Therefore, it is important to include details of the exact version you are referring to. Running numbers for House of Commons (HC) bills are inserted within square brackets; those for the House of Lords (HL) are not. When citing in text you need to pinpoint your specific reference within the bill. Rather than use page numbers, it is often easier to use the internal numbering of the bill itself.
Treat the electronic version the same as the print version, as the text is identical even though the appearance varies.
Bills are not included in reference lists at all. However, on the first mention of the bill in the text of your work, a full citation is given:
Title of bill (including capitalisation as shown but with no italicisation) House in which it originated Parliamentary session in brackets Running number assigned to the bill.
